Introduction

Since 2004 the Czech Republic has been an integral part of the European Union. Thanks to that we have an unrepeatable opportunity to participate actively in the development and particularly in integration of the European region. Therefore, we are not only the recipients of the European legal framework but at the same time we are its creators. The energy issues have recently been one of the inspiring topics in the whole world. The reasons for increasing interests are generally known. Firstly, the moment of depletion of dominant resources of primary energy related to the majority of fossil fuels is looming. The exploitation of these resources is faster than the time necessary for their formation. Obviously, this fact has a possible impact on the environment. Some of the basic motives influencing a development trend of legislative changes are maintenance of an adequate climate quality, a postponement of the full depletion of fossil energy resources thus gaining sufficient time for ensuring the energy sufficiency necessary for real human evolution, market expansion, competition and free usage of energy.
